New WhatsApp billing in October 2026: what changes and how much it costs

The price per message in Brazil, the 1,000 free messages allowance and how to calculate the impact on your operation.

Starting October 1, 2026, Meta will charge for service messages on the official WhatsApp API, which are the free-form replies sent by the business within the 24-hour window opened by the customer. In Brazil, each one costs R$ 0.035 (or US$ 0.0068 on accounts billed in dollars), and each phone number has a free allowance of 1,000 service messages per month. Those who only use the WhatsApp Business app on their phone pay nothing.

Since November 2024, replying to a customer on WhatsApp through the API cost the business nothing. Meta only charged for message templates, those approved texts the business uses to start the conversation. In October this gratuity ends, with a free allowance that protects a good part of small operations. To know which side you are on, one multiplication is enough.

What starts being charged on October 1?

Two things, according to Meta's official documentation.

The first are service messages: every non-template reply the business sends within the 24-hour window. It does not matter whether a salesperson typed it or a third-party AI agent generated the text. If it is not a template and not Meta's own AI, it is service.

The second are utility templates sent with the 24-hour window open, such as the order confirmation sent right after the purchase. They had been free in this situation since July 1, 2025.

The complete timeline:

A message sent by the customer remains free. And each business message receives a single charge, according to its category.

How much does each reply cost in Brazil?

Meta defines that the service message costs the same as the utility and authentication ones in each country. In Brazil, according to the official table in reais, it is R$ 0.035 per delivered message. On accounts still billed in dollars, US$ 0.0068.

For comparison, the marketing template, which is the sales or promotion message, costs about R$ 0.32 in Brazil. The service reply is almost ten times cheaper than a promotional send.

Two details change planning. Service messages have no volume discount, unlike utility and authentication, which have progressive tiers. And Meta only changes prices on the first day of each quarter, with at least one month's notice. The next change window is January 1, 2027.

How does the free allowance of 1,000 messages work?

Each phone number connected to the API receives 1,000 free service messages per month. Billing starts at the 1,001st. The leftover balance does not roll over to the following month, and the count resets every month.

Three points that often raise questions:

  • The allowance is per number, not per company. An operation with three numbers has three allowances of 1,000.
  • It only applies to service. Utility templates sent within the window are charged from the first message.
  • Sending to a group consumes one unit per recipient who received it.

For a small team, this changes everything. A clinic that serves 150 patients a month with five replies each uses 750 service messages and keeps paying zero.

How do I calculate the impact on my operation?

The formula is: (conversations per month × business replies per conversation) − 1,000 of the free allowance, multiplied by R$ 0.035. Do the math per phone number.

To reach your real number, ask your provider for the report of messages by category for the last 90 days. In Meta's data, the category appears as "service". Remove from the count the conversations that came from Click to WhatsApp ads, which remain free within the ad window, and add separately the utility templates you send with the window open.

Is the AI agent's reply also charged?

It is, and who charges depends on who provides the AI.

If the agent belongs to your CRM or another platform, its reply is a service message, just like the salesperson's: R$ 0.035 after the free allowance. The cost of the AI itself comes from the provider, separate from Meta's invoice.

If the AI is the Meta Business Agent, billing is per token since August 1, 2026: US$ 2.00 per million. Meta itself estimates between 20,000 and 25,000 tokens per message, which amounts to something between US$ 0.04 and US$ 0.05 per reply. This charge applies even within the ad's free window.

A point that goes unnoticed: when the AI hands the conversation to a salesperson, their replies remain service messages. The cost per conversation includes the automatic part and the human part.

Will those who use the WhatsApp Business app pay?

No. The charge only applies to the official API, the WhatsApp Business Platform, contracted through a provider. The free phone app does not charge per message and remains that way.

Is a Click to WhatsApp ad conversation still free?

It is. Meta keeps the delivery of messages within the free window of click ads and of the call-to-action button of Facebook Pages exempt. Since the week of September 21, this window can extend for up to 7 days. The only exception is the Meta Business Agent, which charges for tokens even there.

How to reduce the cost of service messages?

The new charge puts a price on dragged-out conversations. A sale that takes twelve replies costs three times more than one that takes four, and the eight of difference almost always come from three habits.

The first is the step-by-step opening. "Hello!", then "How are you?", then "How can I help?" are three charges before the customer says what they want. An opening that already asks what matters ("Hi, Ana! Do you want to know prices or book an assessment?") cuts two.

The second is replying without context. The salesperson who cannot see the history asks again for the name, the interest and what has already been agreed. With the conversation next to the deal in the CRM, these questions disappear.

The third is splitting one idea into several bubbles. Three messages in a row with one sentence each are three charges. One message with the three sentences is one.

There is also a caution with templates: if the order confirmation includes a discount coupon, Meta reclassifies it as marketing, a more expensive category. Send the offer separately.

What to do before October 1

Confirm with your provider whether your operation is on the official API and whether there is a payment method registered in the WhatsApp account at Meta. Without it, Meta warns that billable service messages stop being delivered. Then, pull the 90-day report by category and do the math per number, already deducting the free allowance. If the result exceeds what you consider reasonable, the gain lies in reducing replies per sale. Meta's rate is the same with any provider; what may vary is the margin the provider adds to it.
